Definition and scope
Pool chemical handling in a service context refers to the procurement, transport, storage, measurement, mixing, and application of chemical compounds used to maintain water balance, sanitation, and clarity in residential and commercial pools. The scope extends beyond the pool deck — it includes vehicle storage during transit, on-site staging areas, and waste disposal.
The primary regulatory bodies governing this area in the United States include the Occupational Safety and Health Administration (OSHA), which sets worker exposure limits and hazard communication standards under 29 CFR 1910.1200 (the Hazard Communication Standard, commonly called HazCom or the GHS standard); the Environmental Protection Agency (EPA), which classifies pool sanitizers as pesticides under FIFRA (Federal Insecticide, Fungicide, and Rodenticide Act) and requires that only EPA-registered products be used according to their label; and the Department of Transportation (DOT), which regulates the transport of hazardous materials including pool chemicals under 49 CFR Parts 171–180.

How it works
Professional chemical handling follows a structured process organized around four phases:

Assessment and testing — Water chemistry is tested before any chemical addition. Parameters measured include free chlorine (target range typically 1.0–3.0 ppm for residential pools per CDC guidance), combined chlorine, pH (7.2–7.8), total alkalinity (80–120 ppm), calcium hardness (200–400 ppm), and cyanuric acid (30–50 ppm for stabilized outdoor pools). Chemical selection and dosing — Dose calculations are performed based on water volume and measured deficits or excesses. Underdosing and overdosing both carry risks: underdosing permits pathogen growth, while overdosing can damage surfaces, equipment, and swimmer health.

Safe application — Chemicals are added in the correct sequence (never simultaneously), with the pump running for distribution. OSHA's HazCom standard requires technicians to have access to Safety Data Sheets (SDS) for each chemical in use. Common scenarios
Routine chlorination: The most frequent task involves adding trichlor tablets, liquid sodium hypochlorite (bleach), or calcium hypochlorite granules. Trichlor (pH ~2.8) and cal-hypo (strong oxidizer) must never be mixed or stored together — contact between the two can cause fire or explosion. Shock treatment: Superchlorination elevates free chlorine to 10 ppm or above to break chloramine buildup. Calcium hypochlorite shock, commonly used in this application, is classified as an oxidizer and carries DOT hazard class 5.1 labeling requirements. Algae remediation: Algaecide application, pH correction, and heavy shocking are combined during algae events. Acid washing: Muriatic acid (hydrochloric acid) used in pH reduction or acid washing is a corrosive with OSHA permissible exposure limits (PEL) of 5 ppm ceiling concentration (29 CFR 1910.1000, Table Z-1). Decision boundaries
The line between technician-handled chemical tasks and those requiring escalation or specialized credentials depends on three primary factors:
- Chemical classification: EPA-registered sanitizers used according to label directions fall within standard technician scope. Restricted-use pesticides require a state pesticide applicator license.
- Volume and concentration thresholds: Facilities storing chlorine gas or quantities of hazardous chemicals above EPA Risk Management Program (RMP) thresholds — 2,500 lbs of chlorine gas under 40 CFR Part 68 — must comply with RMP planning requirements.
